Can I add fish to my tank?!?!?!?

I added ammonia to my tank during cycling, it was reslly high for a while and nothing happened. I added safe start and this actually helped. The ammonia is like .1 now. No nitrites or nitrates. If I do a water change can I get a gourami tomorrow?
