Does the arizona bill interfere with the federal government's ability to oversee immigration?

Article 10 of the Bill of Rights of the U.S. Constitution reveals State Sovereignty being above federal Government. Article 11 forbids federal Government lawsuits. So whom is the treasonous one ? Article 1 of the main text reveals that,"This constitution guarantees that the United States shall keep Its borders defended and secure".
