Does it seem possible to ever enact radical polliticall reform, short of revolution?

There is critical m for all nations, once they exceed this, they risk a revolt. Much of western population today are too apathetic to instigate such a change, but it can come along in one generation. With the advent of new technologies, much revolution nowadays begins on the internet with people uniting for a cause in this remote way.
