Is my rental property safe?

I live in a two story apartment building on the bottom floor, and the apartment above me has been leaking water into mine, which has caused water damage under my laminate floors. Throughout the process the maintenance man has tried every cheap way he can to get around the problem, but now I am finally getting my floors replaced, I am concerned that they aren't cleaning the furnace/ ac unit and that there might be mold that will still spread if not properly treated. Is there anyone to contact that can oversee work on rentals? I have seen shows before and they have all these standards that I don't feel like my place is living up to, maybe next time its not water and its fire, or something chemical, who knows this is meth country...
