Red Alert 3 uses only 1 of 4 of the cpu cores?

Why would RA3 use only 1 core at 100% cpu and leave the other 3 cores untouched? Is there a configuration setting somewhere I am missing? I have the Q9000 2ghz quad running Windows 7, 6gb RAM
