When it comes to 13 month olds?

or to babies in that general age range, has anyone's child ever started shaking their head "no"? My son started doing this last week. It looks like he's saying, "No, no". But he does it at random times. Sometimes it truly correlates to when he wants to say, "No", and sometimes it's completely random. Anyone noticed this in their child?
